  4. Real appointments often get lost among the hot tips

  7.     If the transition is any omen, the Clinton Administration
  8. may become the leakiest ever. Cabinet appointments have almost
  9. all been so authoritatively predicted in advance that the actual
  10. announcements are far overshadowed by the next round of hot
  11. tips. On Thursday, Clinton named Henry Cisneros, former mayor of
  12. San Antonio, Texas, to be Secretary of Housing and Urban
  13. Development, and Jesse Brown, a wounded Vietnam veteran, to be
  14. Secretary of Veterans Affairs. Their appointments were only the
  15. No. 3 news item out of Little Rock that day. No. 1: Wisconsin
  16. Democrat Les Aspin, chairman of the House Armed Services
  17. Committee, will be named Secretary of Defense this week. No. 2:
  18. Clinton has settled on Richard Riley, former Governor of South
  19. Carolina, as Secretary of Education, instead of Johnnetta Cole
  20. (or so say the leakers). That indicates the President-elect is
  21. shying away from people who might face tough confirmation
  22. hearings. Conservatives have tried to link Cole, head of
  23. Atlanta's Spelman College, to pro-Palestinian and pro-Cuban
  24. groups. Retiring Colorado Senator Timothy Wirth is said to have
  25. lost his chance to be Secretary of Energy because confirmation
  26. questioners might challenge his associations with savings and
  27. loans in his state.
